Well, yeah, if you're using a graphics style that has been old and outdated for over 20 years it's not that difficult to develop artwork for it.
I mean, I can understand the making of some films in black and white, the "film noir" effect can work quite well in telling the story or in indicating things (like doing flashbacks in black and white) but realistically nobody would expect to play a serious game in a method of graphics that makes it actually harder to play because much of the video is so blocky and choppy that it's very difficult to see what is happening.
When I saw this game came out in 2011 I was really surprised that they were using such really poor graphics in this day and age. It reminded me of this dialog from the 1971 movie Andromeda Strain with two people riding in a car that is bouncing up and down from all the ruts in the dirt road:
Leavitt: You're lost! No one's been down this goat path for years.
Dutton: That's how it's supposed to look. They spent $50,000 on it.
Leavitt: Putting in the potholes?
That's how I'm seeing this. They spent a considerable amount of effort and money to make the game look worse.
