The other day, because Rite Aid is offering a special in which, at least through the end of September, you can load one of Green Dot's prepaid Debit Visa cards for $0. You can put anything from $20 up to $500 on it. They also have one of their ATMs with no surcharge located about 3 miles up the road, so I can simply go there and get my money back without paying a fee. These are reloadable cards, not gift cards, and they mail you a permanent card in about two weeks after registration.

So I take $200 out and purchase ten cards with $20 each. Then I go home and try to register them on line at GreenDot.com. I can register 3 but the fourth gives me an error, and that I have to wait 24 hours. But for those without Internet access, you can register by phone, by calling their toll-free number (doesn't matter, I have Magic Jack phone service, which gives me effectively unlimited calling in the U.S. and Canada for an average of about $1.75 a month, paid in advance).

So I'm able to register 3 cards on 3 phone calls. Then I use my cell phone to register 3 more cards. Then I drained all the money back off the cards and put it back in the bank. I'll do the other card tomorrow and get the last $20 back.

Since these cards are now worthless, I can give these out as test numbers. User name on all is 'Valued Customer' and expiration dates are two to 2 1/2 years from now.

From this I gather Green Dot Bank's Visa License authorized range is 42503 or 425031 and 425032. (Visa uses the first 6 numbers to identify an authorized issuer, because there are more than 10,000 banks and other entities authorized to issue Visa branded debit and credit cards, so 4 digits wouldn't be enough.) A couple of these are cards I had before.

I thought the couple of Nascar branded cards I also had looked interesting, I may decide to keep or reuse them (or resell one to a collector at a discount over the usual price), so even though I have drained those too, I won't mention their numbers. I could only get two or I would have bought more.

I'm still curious how a merchant can tell from the number which are debit cards and which are credit cards. Some merchants - ones where you call in from an ad on their infomercial or use their web site - want to be able to bill you after the sale by trying real hard to encourage upsales for subscriptions or other things after your original purchase, and won't accept a debit card. This is usually an immediate red flag that they're going to pull a stunt on you, when you have enough on a debit card to cover cost plus shipping but they refuse to accept it. Can't ding you for some $9.95 to $19.95 monthly subscription upsale to something you neither want, probably wouldn't have taken if you had realized you responded too quickly and accepted something by accident, nor have an interest in, when there's no extra money for the merchant to squeeze out of you.

By the way, and I know it was a joke from the last one here, my posting these numbers does not violate PCI compliance by Caltrops or me. (And unless Caltrops accepts credit cards it isn't even subject to PCI compliance rules.) PCI compliance is a requirement that a merchant not reveal customer payment card information. I'm aware of this because I have merchant service with my bank and i have a swipe terminal and am required to follow PCI compliance rules for customer card data (which I do). PCI compliance only applies to the merchant revealing customer data. It is not relevant when the customer reveals his or her own data.
