The point I was trying to make is that the government should not be negotiating with itself to implement whatever reforms it needs to make. For example, if the President decides to deploy the coast guard somewhere, he shouldn't have to negotiate with the military. Similarly, if the legislature of California decides to change the benefits that teachers have, it shouldn't have to negotiate with some third party representing another part of the government. It's corruption, plain and simple.
Actually that's exactly how the government is supposed to work. If the president wants to deploy the military he most definitely needs to negotiate with congress. If congress wants to change the law, the president has the power to veto. Etcetera. The name for this is "the system of checks and balances."

Can't you see that public sector unions are just yet another special interest group? A special interest group that your taxes pay for, but which doesn't consult you when making decisions. A special interest group that uses the government's own money to try to buy off politicians.
Dude, you are making a rhetorical leap here. My taxes pay for teacher's salaries. Once teachers collect their salaries, it's their money to do with as they wish. The majority of teachers have found it expedient to pool a portion of their money to form a union to look out for their own interests. Such as their interest in preventing a new mayor from swinging into town and shitcanning 50-something teachers on trumped up charges of "incompetence" right before their pension kicks in.
There is something particularly repulsive and "late roman empire" about the whole thing.
I think you're getting your terms mixed up and meant to say "late roman republic," when executive power was intentionally split between two consuls in order to prevent any one man from gaining too much power.
Your ideal system, where the chief executive's wishes are immediately enacted without question or debate, was eventually brought to Rome by a man named Julius Caesar. It's called "Dictatorship." Free from the inefficiencies of Democracy it operated swimmingly under the control of capable dictators like Augustus. Not so much under Caligula or Nero.
I think the whole idea that without teachers unions teachers would live some kind of Dickensian existence on 10 cents a day is laughably absurd.

Before that, teachers endured meagre salaries, tyrannical principals, witch hunts for Communists, and gender discrimination against a mostly female workforce (at one point, there was a rule requiring any woman who got pregnant to take a two-year unpaid leave).
