I guess we should be grateful that toggling layers isn't set to Alt+Shift+Capslock+F7. This is what happens when your biggest competition is open source shitpiles like Gimp.

To answer your Photoshop question, [control] z toggles the two states Photoshop keeps in memory. The other key-combos will cycle you forward and backward in the history pane. [control] z is often used by amateurs and longhaired muscle bound knuckle-heads whose fingers are too fat for their keyboards.
