| I'm assuming concussion grenade is just flashbang or stun grenade because true military concussion grenades aren't issued to police but none of them should leave shrapnel. Unless they've been tampered with, which would be stupidly dangerous even for the police.

It's hard to find any reputable source that doesn't come down to he-said-she-said. It shouldn't be too hard to identify what caused it by analyzing the shrapnel in her arm so the situation will sort itself out soon. |
