In the United States, the postal service provides a mali reception capability for people who do not have an address. The primary use was probably for people who were transients and had no place to stay, back in the days before there were even homeless shelters. But it is still around, and how it works is you mail the item, giving the person's name, and the address of "General Delivery" stating the particular post office city and state, and (now) zip code. The recipient simply goes there with some ID to prove they are the named recipient.

I didn't know about that. That was actually interesting.

Wikipedia says it might not always work so simply, maybe because the post office doesn't always want to provide what amounts to free PO box service just because the sender knows the magic words: https://en.wikipedia.org/wiki/Poste_restante#United_States

But I guess that on the scale of worldwide shipping between Paul and homeless people who personally know Paul, they probably won't put up too much fuss. And also we can probably safely assume that the Commander would be entirely prepared to match the letter of whatever rules they have concerning barcodes etc., since he is into things like that (but not in any way that is at all autistic).
