Steam has +/- reviews of 8:1 while GOG gives this 3.5 stars with the highest reviews being lukewarm. GOG is far more accurate.

This game is trying really hard to convince you that the NSA is bad. It makes a joke in the middle how the government is behind it all and haha, cliches in glass houses shouldn't throw stones. The game is played by deciding which highlighted "data chunks" from phone calls/texts/websites should be released to other investigators and a lot of it can be or is taken out of context. When there's conflicting data chunks, you have to choose the "right" and the game highlights conflicts even if the conflicting chunk hasn't been revealed, which is nonsensical. This gets really aggravating during phone calls when you have to wait for lines to scroll up until a data chunk becomes available. I would just start one and then browse for a few minutes while the cutscenes played out and I could highlight relevant chunks. To continue the story sometimes you have to upload chunks that you know will be misconstrued. The person you're uploading chunks to sometimes comes to the dumbest conclusions "She said she wanted to die after doing poorly on her test on her blog?" She's clearly actually suicidal." Some of the conflicting chunks don't - one chunk says they were a couple last year and another says she's currently single? You can only pick one.

I didn't feel that he game had anything original to say. NSA spying is bad and politicians are slimy, etc. In fairness, none of the activists are particularly sympathetic with one I swear was based off of Zoe Quinn complete with blue hair and rich girl background. Started off promising but is a chore to finish.
