My brother noticed a credit card offer, no annual fee, that if he spent $1,000 within 90 days of opening, he'd get a $200 cashback bonus. He doesn't really spend enough in customary expenses that he would actually use and can put on a credit card. So he asked me if there was a way to get it without having to actually spend $1000, that is, can he actually get cash without taking on more debt. Well, the offer is only for purchases, not for cash advances.

Can you do it? Yes, but it costs $31. Five steps, the first two can be done in either order.

1. Apply for this credit card and be approved.
2. If you don't have it, set up a Paypal account and link it to your checking or savings account.
3. Set up a charge request with Paypal, billing for $1,000, then logon and pay.
4. After the charge is approved, Paypal charges 3% plus 35c. On $1,000, that will be $30.35. Transfer the $969.65 to your checking account.
5. Pay the $969.65 back to the credit card. All it has cost you is $30.35, which once the credit card clears you for the bonus, you get it back plus $169.65 from the $200 bonus.
