Whether Trump's pardon wipes Joe Arpaio's conviction or simply nullifies the punishment is absolutely irrelevant. The contempt of court orders were misdemeanor offenses.

The type of offense one is charged with determines one's voting rights but not one's right to run for office, A "misdemeanor" is any criminal offense punishable by one year or less. It also does not affect your ability to vote in elections.

Also, no conviction of a misdemeanor or felony prevents a person from running for federal office. Yes, you heard me correctly, a convicted felon once released fron prison can run for and be elected to any federal office for the jurisdiction they reside in. Also, unless a state prohibits felons from running for office they're not barred from running for state offices. This happened in Arizona, again, about 20+ years ago when Governor Meecham was removed from office by impeachment, but the legislature did not convict him of the additional charge which would strip him of the ability to run for state office in Arizona.
