Up until the 1950s most teenagers were were heavily chaperoned and unescorted meetings between young people of the opposite sex were frowned upon. So, as a result, what young men were able to get were was very protected. As a result most people got married. so "involuntary celibacy" was rare.
By the time of the 1970s and 1980s the sexual marketplace had become "deregulated" and couples had the ability to have unschaperoned dating, which essentially meant they could have sex without the mandatory social conditioning, This meant some people never got the ability to learn how to make love, both men and women. So some people who did not learn how to have social meeting, flirting, etc,
