The change you suggest would just leave you with less stuff to learn later in the game, or I guess you could only open talent trees up at level 85. Also I'm sure there is some fucking D&D feat you can do the same thing with, it was just generally assumed that a character wouldn't specialize in conjuration before he got conjuration spells.
