No it doesn't
This is based on the 1.5 patch? So several months ago I guess? I feel like I can disregard his opinions since he's a spending wheel fanatic. And he really demands to know the "beaker" cost of techs, instead of how many turns it'll take with your current output. I can't understand why this is a big deal. The issue with engines and sensor stacking is fixed. Lots of comparisons to earlier patches that he liked, and the new ones all suck. By the way, I think the morale thing works the way he expects now, I don't remember it being weird like he shows here. GRR PLANETARY WHEEL!!!!!!!!!!!!!!!!! Half the article is about this and the "coercion" thing. Here's the deal: it's the same as Gal Civ 2 except with additional planetary specialization options via the adjacency bonuses and new "capital" options. I tend to agree that the coercion penalty is stupid, but it's not a big deal for me. Bottom line was he still liked playing the game except for all the regret that it wasn't better. In other news, multiplayer is more stable and continues to improve and I'm really liking this game again.
