FOR THE TIME BEING, YES. SHORT ANSWER: UNREAL 3 ENGINE

I'm not seeing any PC version on gamespot. Is it 360 only?
Long Answer: There have been complaints that the Unreal 3 engine is optimized fully for the 360, but not so much yet on PC. Lending credibility to this is that most of the huge U3 PC based games have had to push back release dates (several times), while it's raining U3 games on the 360 and, perhaps, the silicon Knights lawsuit. Of course, it's all about which platform recieved all the attention first. It was really important to Microsoft that Gears of War smoked the only viable PS3 launch title, Resistance: Fall of Ken Kutaragi. Even Epic has yet to ship it's own U3 title for PC. The one U3 title that has been on shelves for a while, Rainbow 6: Vegas, plays like shit on PCs compared to its polished awesomness on the 360. Bioshock is based on U3 but is "very heavily modified," meaning they had the talent and bank to rewrite the living shit out of it and, of course, add all the water effects that they can't stop blathering about. From what people that have tested it on PCs say, it's going to look fucking gorgeous.
