Okay now pretend the parking garage is Iraq, you're in the US, and Al Qaeda is on the fifth floor. Now pretend someone runs up to head of security just before that announcement was made and says they plainly saw someone pull the fire alarm on the fifth floor, but the head of security knows that guy is always seeing things on the fifth floor. Besides, one of the cars in the parking lot is owned by a dude who once almost ran over the head of security's father, and the head of security's secretary says she thinks there are too many SUVs down there or something.
The security guy takes this as a mandate and not only evacuates the parking garage, but also the first four levels of the building. Now we'll know for sure where the fire is coming from.
