Last year I was interviewing a manager at the local branch of the library for a research project and she related to me that granting logins to the bums even without IDs was a huge success in several fronts. It reduced the number of famous celebrities getting temporary passes and it also allowed library staff to better police folks whose behavior gets out of hand by threatening to lock their internet privileges.
Besides using their hour a day to play card games on yahoo, they all have free email accounts to keep in touch with buddies riding the rails and taking the bus all over the counrty. "Heeey, man! I just heard from Willy. He's in Texas now!"
I also got a fair amount of shocked looks from the audience about the study when I mentioned that a significant amount of calls to police from park incidents are made by transients on their cell phones. "Bums have cell phones?" For all you know, that filthy guy huddled in a corner reeking of booze might not be muttering to himself, he might be talking into a bluetooth headset. |
