You enable network boot on the client, and provide DHCP (for addressing) & TFTP (for preboot file transfer) servers. You'll need to read the man pages, but configuration of those is really not complicated.
The behaviour you get from the clients -- install / boot / diskless boot / Windows install -- depends on what files the TFTP server gives them, and laying those out might be the trickiest part. Luckily, there are lots of recipes out there that specify what kind of filesystem, kernel, etc. you need to supply.
I imagine Windows can provide the DHCP/TFTP functionality, too. I don't know anything about that, but configuration should be no harder than in Linux. The file layout challenges will be the same.
