The premise: it would be nice to tag some files, like maybe using XML or something, so that I could keep track of those files in terms other than "folder" or "directory".

Like say I had a terabyte of anime and I wanted to mark it all as "anime" and then also "watched" and "unwatched." Or I wanted to indicate in a general sense where I was at with a particular saved game or savestate. This to be done in some kind of lightweight application which is basically just a list of lists, right? I figured this would be a pretty simple problem with a straightforward, elegant, preferably freeware solution not entirely unlike Cathy or metapad or explorer++.

For macs and *nix this is apparently trivial, there are loads of programs that do this. There is limited functionality built into Vista but fuck that. The available solutions for XP are all incredibly awful: the most full-featured, TaggTool, is a dreadful load of wank and java that choked repeatedly on my big collections of shit. Then there's something called TagLauncher which doesn't allow directory tagging (WAT) nor does it work with multiple selected files (WAT). Then there are a couple of very sketchy freeware programs that suffer sketchy freeware problems. The most promising is called XML File Tagger, but it has to remain promising because the developer's site is down and nobody on the entire internet saved a local copy of the installer.

For now I am stuck with XP's version of virtual folders: making directories full of shortcuts. Anyone know of any other solutions?
