Starting with least number of appearances to most:
William Smith, seen here in probably his most famous role in my household, the guy who stalks Clint through Any Which You Can, only to get the shit beat out of him at the end. Following which he and Clint are good buddies.
Rockford Index:
Single appearance BUT it was in the two-hour pilot episoe, "Backlash of the Hunter." Predictably, he plays a heavy, but his scene with Rockford is a classic. Jim spots him coming into a divey club, then goes to the bathroom to set a trap. Grimes (Smith) walks in, Rockford calls him a faggot ("queer"), and Grimes counters with a high kick. Unfortunately, Jim's already put soap all over the floor, then cold-cocks the prone Grimes with a roll of quarters in his fist. Classic Rockford!
Isaac Hayes, famously bald songwriter, producer, recording artist, and actor. Best known for The Theme from Shaft and Soul Man (sorry, South Park fans, no one watches that show).

THREE appearances, always as Gandolf Fitch, a fellow ex-con who first appears in an episode asking Jim to help him track down his old girlfriend Layla, who split after he beat the crap out of her one too many times (in the 70s, there was a lot of beating the shit or crap out of people, a topic I'm planning to explore further in a post in the future). That was a great ep, but his most memorable scene is from another episode where he partners up with Louis Gosset, Jr. to try and shake down some Polish musicians or something, and they end up stumbling into a neo-Nazi bar. Gandolf's schtick is that he's so good at fighting that everyone is scared to death of him, including Rockford, whom he calls "Rockfish" (that always cracks me up).
Bo Hopkins, most famous for... I dunno, American Graffiti? He always struck me as a second-rate Jerry Reed, which I'm sure irked him because he seemed to be going more for a Steve McQueen vibe.

A record (??) FOUR appearances as struggling (disbarred) attorney John Cooper. I think Jim helps him get motivated to get his license back, after which he helps Jim with legal matters whenever hot attorney Beth Davenport isn't available. I keep thinking they were trying to spin this Cooper character off to his own show but Hopkins' performance is almost catatonic each time he is on. He's so lackadaisical and almost unwilling to help himself that you wish Rockford would just haul off and smash him in the mouth. For ruining four eps of the show, his punishment is to now look like this:
