Not spending time to aim beforehand is forgivable or at least ignorable or something because in FO:Tactics 95% of the time you sneak your squad into firing positions. The first two shots come a little faster because of the AP reserve, which granted is weird but not a huge deal. The time spent waiting for APs to regen could be described as aiming. It's a pretty rough system (I believe the devs admitted it was shoehorned in late in development) but it works OK.

In X:COM apoc I am pretty sure they do take varying amounts of time to aim (before shooting) depending on what firing mode you have selected.
