My next step would be to start collecting traceroutes daily or so, and look for changes. Also grab a non-working one and see if it's passing through different hops in the middle. "tracert -d" Should tell it to skip resolving names and is much faster. Also Also when not working see if you can get a traceroute from your phone or anything else that is working at the same time and compare.

Shit like this is all about just trying to narrow the scope and look for patterns.
