I've never seen that about him and Luthor, no.

In Kingdom Come, Superman has given up and gone away because someone killed the Joker in broad daylight and was found not guilty for it. It's been a while since I've read KC, but I recall Mark Waid depicting regular DC citizens saying they thought Superman was a dinosaur for not doing that job himself. You could make the argument that Superman has a (sub)conscious need that the people he fights for believe in him.
