I know Early Access is never going away, but seriously, it needs to go away because every goddamn forum is polluted by thumbsucking idiots complaining "DO NOT BUY! WASTE OF MONEY!" because the game isn't finished. It's EARLY ACCESS, you fucks, the game is in ALPHA. It's NOT DONE. GET IT?
Anyway, for $18.99, the alpha of Horizon can be yours. It's a "classic" old-timey space 4x, which is code for it rips off MOO2 at every possibility. I don't count this as a bad thing. MOO2 has for a while now been one of those XCOM-y "just give us a new version with updated graphics and interface" type games.
It is unabashedly low-tech. It is obvious at all times you are playing on a checkerboard "galaxy". There is no 3D to be found except in the pre-rendered alien animations.
All that being said, for anyone who's ever dabbled in the genre, everything will feel right at home to you as soon as you fire it up.
Any additions to the standard formula can and will be found in the tactical combat section, which is more fully fleshed out than MOO2, and since a lot of your space 4xs lately haven't included tactical combat at all, it will likely be Horizon's biggest selling point. (Other than, hey look, MOO2 with updated graphics and interface...)
