In the past Valve has hired contractors to do shit work including bug fixes on the source sdk and some other stuff. It needed to get done but no one there wanted to do it and they didn't need someone full time on it. I'm not sure why they didn't just build a workshop offsite and hire contractors to do the machine work there. It's not hard.

It seems kind of dumb that they didn't just use methods that have worked for them before.
