I have to go get coffee and get ready to head into the office, but I poked at this for the last half hour
I start the game, I can push two buttons: intel and next turn
I'm looking for buttons, it is not obvious that I can click text. when I work this out, it isn't obvious which text is clickable, some text pops mouseover text box but most doesn't, so I'm enjoying the pixel hunting aspect of this adventure game
functionally the game has this list of edicts (in your screenshot) with ADM costs, except to start with I can afford "change planet name" or, on the smallest planets "construct logistical station." if I hit end turn a few times the ADM doesn't pile up so I can't do anything else. so my turns amount to picking that edict for a single planet and hitting end turn, then picking another one until I run out of small planets. a turn or two later it tells me the small planet I picked first is running out of build materials, and asks if it's part of the trade network. what trade network. where's the text that I need to click to make that happen.
I see there's an intel network thing on each planet, it says it costs one admin point and 50k. I have billions so fine, I turn it on. it seems to level, but doesn't do anything.
if I click an edict I can't afford, there's no way for me to escape the edict window. I have to quit the game to get it off my screen
I have massive positive cash flow but nothing else to spend it on
basically if I can't take any action to expand my ability to take actions in the future, there isn't a lot for me to do here
the green font for the list of planetary edicts isn't right. I think the "kerning" is off, and some of the letters (capital s) don't render well
it will not reload the last game, I have to make a new one each time it crashes
