I too suffered with the confusing "which things can I press" UI, and the ADM stuff. But if you ever go back, know this (and do read the documentation at that site, at least the page on ADM): YOU only have 6 ADM per turn (to start off with), but planets/systems/sectors/and your entire empire have WAY MORE, and you're allowed to use them up.
So let's say you want to do something on a planet that costs 30 ADM. The planet itself might have 3, the system it's in may have 5, and your empire starts with about 200 spare ADM lying around, so you can just fill in the other 22 with empire ADM.
Your PERSONAL ADM is really only used as the cost of enacting an edict (5 ADM) and maybe talking with a governor (1 ADM). Or talking to six governors and enacting no edicts. But you pay for the edicts themselves with whatever ADM is lying around on the planet/system/sector/empire.
I was able to save and load okay, so not sure what that's about. If you can recreate the issue, explain it here or post it on their forum. He's great about taking feedback, getting back to you quickly, and fixing stuff.
