but the whole history of debate about the art/not art nature of videogames is a bunch of failed definitions. Any "thing" like the kinds you named there can be a medium of expression, but only second to some other function.

The right approach is to ask what leads you to think games are or are not works of art, and with games it's simple (for me) - you have games and then you have games that are fully authored creations. Tiny example: you can't play computer chess with a set of bottlecaps you have lying around. You can certainly reskin an existing game to be played with bottlecaps, but then it makes more sense to say you've created your own variation of that game, whereas bottlecap chess is just chess for poors who know how the game works.
