What I've heard is it depends on the studio, time frame, and how complex the trailer is. Most of the large studios have their own departments. Where time constraints or too muich existing work - or small and independent studios - it can be sent out to a third-party for work.
In your case, for what you need reminds me of a [i]Saturday Night Live[/i] sketch with John Belushi as "Samurai Optometrist," where a customer asks how much two pairs of eyeglasses will cost. He pulls out his sword, brings it up and stops at the shoulder blade, then spins the sword around, and stops just short of the hip joint.
What you need to know is how to explain what the game is, what someone is trying to do when playing, and whom the target audience is. Then you might have an idea of what sort of trailer will work for it.

You play Gordon Shumway, a man on a mission, to discover why the alien animals from Marsopolis' National Zoo are disappearing, being replaced by the hideous creatures from Mars' past, before the problem starts to affect people."
