I agree with the sentiment that this doesn't need a dedicated desktop PC, or even Mini-ATX if there's no gaming in the scenario. Android boards will pretty much play anything you throw at them these days. A small USB fan will help it from overheating.

It would be nice to have something with lower power consumption, but I doubt it's going to be an ARM server. They just haven't made it far enough into the mainstream yet.
The propaganda says it'll hardware decode 4K HEVC, so it might be fine? I haven't tested one out yet and read there were some issues around the power input.
