True, and that is probably what it comes down to. Contractors don't shut doors and they do not, in a lot of cases, complete jobs. So I would imagine that this is probably the limiting factor.

We are considering getting our driveway blacktopped, or re-blacktopped and the bullshit I'll have to go through in this has me frozen with inaction.
