GalCiv 3 was tiresome (at least when I played it) because you had to play the little hex-tile jigsaw minigame to build stuff on every planet. The limited nature of some planets at least kept it from turning into "build everything everywhere", but it was still a constant interruption in gameplay.
4 introduces "core worlds", which are the high-quality worlds where you have to do the jigsaw puzzle in, but other colonized planets in range just provide stuff (and are supported by) the core worlds. Low-quality planets basically become resource mines your main planets pull from, and it keeps you from having to micromanage every dumb-ass planet.
It does encourage colony-spamming, because as long as you can support them, hey, go grab everything.
But in a world where 4X designers seem to think we want more micro shit and tiny decisions about which thing we want 1% more of every turn, this is a refreshing turn in the other direction.
In my first play-through I was wondering why I wasn't being asked what I wanted to build on Mars, and once I found out, I was thankful and impressed.
