War is the attempted conquering of a nation, a people, an area of land. The war is over when the thing no longer has power to resist. Terror is not a thing, it is a tactic. Al Quaeda might be the current MVP in the terror Little League, but any aspiring terrorist could study its tactics and emulate them. As long as the tactic is effective and possible it will be used. A war on terror is like a war on the tank rush in RA2.

To win the War on Terror would require that terror could no longer occur, either by removing the will to commit terrorism or removing the means. Saying, as Rummy did, 'after the war on terrorism is won, the will to commit acts of terror and the means of carrying them out will continue to exist', goes beyond meaningless into sko Baudrillardesque Disneyworld.

Terrorism is the act of inciting a populace to join your cause through terrorism. Many people moronically think this is a brute-force approach, along the lines of what the IRA traditionally has done.

Osama bin Laden was (possibly is) much smarter than that - reverse psychology is the key. Terrorize your opponent so that his reaction is what you want.

Osama wants a clear East vs. West conflict? By following the Perle doctrine, we've manufactured that for him. Osama wants the West to be unliveable for any freedom-minded person? A hellish 1984 scenario? He stated exactly this and no other and here we are considering the Patriot II act.

We are giving into fear and acting exactly how he predicted and desired. The end result is that terrorism has already triumphed - 9/11 was a huge success, not because the towers fell but because the Western world swung far-right politically, not fully into fascism but edging much closer than it has since the McCarthy era - and gave Osama both his war and his strong ideological contrast in which we do look like frothing hellbent assholes to a politically centered world.. It is shameful to both peoples of Eastern and Western cultures that we let such small-minded beasts, such terrorists, as Perle and bin Laden control our fate.
