My dark, secret, unwordable hope is that this was passed by cowards who knew it would only last, at most, 10-12 months, and that it will be easily overturned by the Supreme Court. Problems with this theory: if it's wrong, we're fucking fucked. If it's right, it's a glorious bargaining chip in the Republican assult on the judiciary branch all-in. Also, 12 months of military police rule!
