Are his browsers set to use a proxy or connect directly? Does https also break? That's on port 443 as opposed to 80. Does he have antivirus with extra net security shit? I've heard of Norton Internet Security eating connections. IS he infected with some kind of malware that affects both IE and Firefox? If he installed a copy of Opera, does that not work either?
