Incorrect. The ",1" told the C64 to load the image into the memory address specified in the file, rather than the default start of BASIC program storage space. This method was necessary when loading machine code images. (The default behavior allowed the C64 to load BASIC programs stored by earlier Commodore systems, which located BASIC program storage in different parts of memory.)
