A bigger or better-designed case is the best option, but these could help.

It was the same stupid thing that plagued me when I bought Oblivion. At the time, my video card had a large fan in it that created an angel food-cake pan type of effect, but instead of soft, moist cake it was filled with dust. The ring of dust had enough integrity that I could reach in and take the whole thing out in one piece before throwing it out.
I looked at the 7800 on this PC when I first bought Bioshock and could not find any evidence that the same thing was going on - but the entire PC, from power supply to hard drives, would still get very hot. My PC bluescreened for the first time ever three nights ago. Well, as it turns out, there *was* a very small ring in the 7800. I had to unplug everything to really get in there and see it and remove it. Now, my entire computer runs cool and I can play Bioshock indefinitely. (Or, according to my Steam stats, 2.5 hours in the last two weeks, giving me a rating of "Teh Suck.")
Anyway, this might come up on a search engine query for someone if they are experiencing the same thing, so there ya go.
