There was a guy by the name of Dennis who was interviewed on WRC-TV, the NBC affiliate for Washington, D.C. in which he has to go to court every few months because he keeps getting tickets for thousands of dollars, none of which belong to him. Subaru, Ford, Pontiac, Lincoln, Cadillac, Geo, Chrysler, Chevy, he gets 'em all. He's had this problem for years, because a few years ago, he decided to be funny and got a personalized plate for his truck. His DC license tag reads

NO TAGS

This is what the district writes for the tag number for abandoned vehicles without a plate. Thus, his vehicle gets "tagged" for the missing license and the fine for the parking ticket. So, every couple of months he has to go down to the court to get them all dismissed, often he'll have a list as long as his arm. He had so many parking tickets on his truck that at one point the city refused to renew his registration. In frustration, he contacted Channel 4. They contacted the District Department of Motor Vehicles. Who directed them to the District Department of Public Works. Who directed them to the District Department of Transportation. Who directed them back to the District Department of Public Works.

So finally the District's Director of the DMV has sent out a notice to stop writing abandoned vehicles with the tag "No Tags" and they may decide to recall his plate, and possibly some others that might have a problem, like

NONE

so that this problem stops reoccurring.
