Why does Caltrops.com hate my PC

This is IE9 (don't feel like arguing browser wars), but it doesn't matter. Even if I use Steam's web browser it still doesn't work. I've tried using ping from the command prompt, but I never get any replies. I've tried using my router's internal ping tool, and it receives replies just fine. If I connect my iPhone to my router at the same time that my PC can't connect, my iPhone connects just fine. I disabled the cellular signal and used wifi only to make sure it wasn't downloading from the cellular network. So for some reason my PC starts blacklisting caltrops and I don't know why. What in the hell would cause this? Oh, and I checked the hosts file and it's empty. And browsers / ping tool can resolve the IP address fine, they just never receive any response.[/quote]
