The only thing I can think of is that this is in reference to the Great White American Devil starting an armed conflict with some poor and wholly innocent nation-state. The denizens of that country then hear the kind of unfiltered, focused racism the likes of which that hemisphere could have never otherwise conceived. Or it's just a retarded entry on a stupid list. I don't know why the Wikipedia turned out to be such a failure in every respect.
