I can confirm this.
I played one game where my starting "scout" hero was a ninja. In Dominions you play some entity trying to reach godhood and one of the things you can do is declare a hero to be your prophet, which gives them bonuses depending on how you designed your god. So I did what any sane man would have done and declared the ninja to be my prophet. My newly annointed ninja then snuck his way into an independent territory and set about assassinating all the generals living there. Assassination in Dominions means single combat between a general and your assassin. Seeing as my dude wasn't just a ninja, but a ninja with God on his side it wasn't long before I wiped out every commanding officer in the province. Once that was done, I un-stealthed my ninja. The independent army of 100 or so laughed at my one dude in black pajamas standing on the field before them. Then one of the independent soldiers said, "Hey, guys? Where are the commanders?" And they looked around and sure enough, none of the generals or commanders were anywhere to be found. Then they looked at my prophet who yelled, "NINJA!!!" and they all turned and fled. I then hired enough militia to hold the territory and moved on to the next one. For the rest of the game, my ninja went on a silent and precise conquest through the land. Back at home, instead of wasting time and money on a standing army, my dudes were researching and crafting more and cooler magic weapons to arm my ninja prophet with. Good game, but jesus H christ the time commitment required.
