It's Sim City except with a billion more knobs to twiddle, and it's also the Sims because you micromanage the dictator himself (read: more knobs).
I can't say whether it's fun or not because I was overwhelmed by the sheer number of settings you have to keep track of. "If you reduce foreign aid to Latvia by 3% amortized over five years then your local militias will increase their rate of aggression (RoA) by 2 points per fortnight (note this does not affect their Level of Aggression (LoA) unless you have recently increased freedom of speech by more than two points (or one point of freedom of speech and one point reduction in incarceration policy). The Latvian ambassador will foment dissent from their embassy, affecting the prices of Latvian Imports (see Charts, Economy, Commerce, Imports, By Nation, Europe, Eastern Europe, Latvia) positively and the prices of Latvian Exports negatively, unless you are wearing a suit with at least 33% Latvian cotton weave and you have previously signed a pact of Mutual Cooperation with Latvia (note, pacts of Mutual Admiration or Mutual Allegiance does NOT count) and you have invited the Latvian Ambassador to five or more receptions at your Palace over the past seven years."
It's a lot like this game, in that I bet a bunch of fun stuff happens if you have the manual memorized. I had as much fun as this guy is having.
