Master of Magic meets Civ 5's combat by fabio 07/12/2012, 11:19am PDT Tutorial is worthless. Manual covers no actual mechanics. I'm always told that my settlers can't found new cities because of inhospitable terrain or proximity of other cities, but nowhere does it ever tell you what the conditions are. Why can I settle in other desert spaces but not this one?
