It does improve dramatically as the series progresses by Horrible Gelatinous Blob 07/18/2014, 2:27pm PDT
The first few storylines introduce the dynamics of Fabletown and the relationships between its inhabitants. The larger plot starts to unfold in earnest around #19 or so with March of the Wooden Soldiers.

What's the appeal of the series? There's the curiosity/perverse pleasure in seeing fairy tales and fables deconstructed. There's the wide range of stories that can be told with the characters: action stories, war stories, spy stories, horror stories, romance stories, et cetera. And there's the appeal of making new myths out of old; retelling tales that have been retold and making them as relevant to us as the original tales were to our predecessors.

I'm not going to pretend that it's for everyone, though. If you don't have any affection for the characters or interest in the plot by the time you discover who the Adversary is (or if you're not interested enough to want to know the answer to that question), you're not going to suddenly fall in love with it.
