Because rural voters are already overrepresented in the Senate and House by skip 11/09/2016, 7:57pm PST Wyoming gets 2 Senators, same as NY and because of how the House is split, they're overrepresented in Congress overall. Asking for one area where cities get more of a voice isn't much. At the very least the EC may reform so the minimum 3 EC votes that every state gets drops down to 1 and they're awarded proportionally so candidates would stop taking populous states for granted.
