That's what happens when you don't actually read things. And you have absolutely no idea what you are talking about. As I said, this story takes place in 2138, or almost 120 years from now. It takes place in the Empire of Vicron, which is a separate country completely unrelated to the United States. It's not even happening on earth.
As to the other part, "Sovereign Citizens," believe the law doesn't apply to them, that they are not subject to any laws. The Regent, however, is the equivalent of a prime minister or Chancellor of a country being sworn in. Had you read further, you would have read that the Regent, as shown here, takes an oath to respect the laws of the country.
Further, the term is an oxymoron. a Sovereign is not a citizen of the country, a Sovereign is the ruler of the country. Furthermore, since when do people who claim to be "sovereign citizens," get sworn in by the Chief Justice of the Supreme Court? Which, by the way, every country has some equivalent of a supreme court, even if they don't call it that.
