I also had some weird bug where the lighting was full bright. I got to the part where the game prompts you to turn on the flashlight and the entire area was completely lit up. I knew something was wrong, so I exited out and saw people were saying it was bugged for them too, some blaming raytracing. I restarted the game, changed no video settings, and everything has been fixed since. So, if you run into the same situation, try just exiting out and restarting.
