They are making money, just not "enough."
You'll start to see discussions about their GamerPass, where you could just play new games for, what, fifteen dollars a month and not have to go out and buy them. It was like Todd Alquist asking how it could possibly be profitable for Frito-Lay. Well, Microsoft is asking now, too.
Asha Sharma first picked up a gamepad this year. She has been playing video games for less than 7 months and she's running Xbox. Microsoft has very stupid processes, but it looks obvious that they couldn't care if the person in charge has ever seen a game in their life; that is not what she was brought in for, to be able to know or effect any kind of positive change on their product.
Good luck, I guess, to her and anyone that cares about Xbox.
