Higher scrutiny means that funding could be cut at any time. They have to sell the pants off to this CEO at every quarterly review. Either way, it's the end of having those dev costs covered by Microsoft. I think the "New Vegas 2" rumors are just fans wish casting, although anything's possible. Two things seem to be more accurate right now: the studio doesn't know what it's going to do yet, and nobody knows what -if anything- will impress the CEO.
