what I did by FoK 05/29/2003, 12:32am PDT
(this was on WinME - your mileage may vary)

I bought another hard drive, wired them together and booted off the floppy that comes with the new hard drive (mine was Western Digital), which takes you into a DOS-based setup screen. Backed up the old drive to the new drive, then took out the new drive and put it in a safe place. At that point you can reinstall without fear - the exact image of everything is sitting on your other drive in a drawer. If the reinstall works (it didn't for me, bad drive), just swap in the new drive as a slave and replace any of the files you might have lost. Worst case, you can even completely reformat your old drive and use the new drive as storage which conveniently already contains your files.
