Sniper file accuracy is effected by that little bar that winds down to nothing on the side of the crosshair. The speed at which it decreases is effected by your covert-ops level.. so, if you steal more pants, satchel charge more clueless engineers and manage to snipe a few people, you can generally build it up to level 4 by the second map. The nice thing about the sniper rifle is that they changed the damage it does from the test version, now a head shot will actually kill in one hit.. Revolutionary!
Don't underestimate the stein. You won't lose your costume if you're firing while no one is looking in your direction, so it's great for silently plugging people in the back of the head.
