When comparing two numbers which are "per" something else, the number of extant somethings else is not relevant. Mnemonic device: per-purr-I'm like a cat-cats don't care (about anything, but especially not all these silly numbers).
The reasonable inference is actually the opposite of what the author thinks. Women are probably driving fewer miles because they make, on average, shorter trips. (Consider all those women homemakers making short jaunts to the grocery store and whatnot, but never commuting to work.) More than 50% of auto accidents occur less than 5 miles from home, so women may simply be making more high-risk trips than men. It would be more illuminating, then, to see the numbers broken down by trips, rather than miles. |
